Los Angeles Civic Center Master Plan

The Ten-Minute Diamond plan reconceives a government ghetto as a walkable cultural district

This plan, popularly known as the “Ten-Minute Diamond”, reorganizes Los Angeles’s government center, the nation’s second largest. The plan places historic City Hall at district’s center, and sets its boundaries at a ten-minute walk from City Hall rotunda. Pedestrian and transit linkages are improved, facilities such as cafeterias and day care are shared by multiple agencies, and new open spaces are created.
