Parking and walking go hand in hand. Public parking structures have the potential to serve as gateways to the downtown experience on foot and contribute to the social vibrancy of the district they serve. Such a Park & Walk strategy could integrate the goals of the Hartford Parking Authority and downtown Hartford’s iQuilt Plan. The design proposes, with very modest economic means, to change the impression of the Church Street garage from a massive wall of parking into a well-scaled civic gateway that welcomes visitors. Careful facade treatment and signage can convey the impression of a public building that represents the many civic and commercial uses behind. The building’s architecture and proposed colors, graphics, signage, and lighting reinforce the building’s identity as a civic structure that integrates parking and walking.
